Maybe you might try \setupfootnotes[split=tolerant]

Thanks but it didn't work. I think one needs a new parameter in ConTeXt to choose between ``beautiful pages with footnotes on next page if needs be'' and ``awful pages with footnotes (nearly) always on same pages as references.'' :-) Gilles.
