AFAIK, there is no easy way to do this.
One can use \aftergroup trickery.

\def\MyQuote{\symbol[leftquote]\aftergroup\endMyQuote}
\def\endMyQuote{\symbol[rightquote]}

{\MyQuote This is a test}

\mainlanguage[fr]
{\MyQuote This is a test}
\stoptext
