Great! What would be preferred way to test if current running pdftex
version supports .enc files for bitmap fonts? So I could write documents
which include .enc files if pdftex supports it, but could be skipped if
pdftex does not support it.
I just figured out that you specified incorrect links in Changelog file:

As those points to different discussion not relevant to encfile and
\pdfgentounicode for PK fonts... Probably those should be used:
