[NTG-pdftex] Making pdftex-trunk/qstex compile again

I'm compiling pdftex-trunk (not qstex) with
WEB2C-2010 and with the latest synctex,
but on windows, so I don't know 'build system'.
I only attach a patch for pdftex.web and pdftex.ch.
