What about eTeX? Currently I have

pdfetex_web_srcs = $(srcdir)/tex.web \
  $(srcdir)/etexdir/etex.ch \
  $(srcdir)/etexdir/etex.fix \
  $(srcdir)/pdfetexdir/pdfetex.ch1 \
  $(srcdir)/pdftexdir/pdftex.ch \
  $(srcdir)/pdfetexdir/pdfetex.ch2

and

pdftex_web_srcs = $(srcdir)/tex.web \
  $(srcdir)/pdftexdir/pdftex.ch

So pdftex.web _or_ pdfetex.web would be easy, but having one file
for both would be difficult. Shall we simply drop pdftex.web and
go for an integrated pdfetex.web? Both TeX and eTeX are very
stable.
