Summary: noligatures patch

Initial Comment:

Usage is quite straightforward: 
  \noligatures \f 
disables ligatures for the loaded font \f. 

The (unexpandable) value of \noligatures \f is either
1, when the font has no ligatures, or 0, when the font
*does* have ligatures.

This patch is to be applied after tex.pch, but see the
change file itself for a remark regarding MLTeX.
