[NTG-pdftex] kerning

[The Thanh Han]

I want to keep pdftex unchanged for a while so Martin can
make the 1.30 release. The next step might be the subfont
scheme for better cjk support. Support for user-defined
fonts is more complicated, I don't know when I will do that.
