I'm sure that these missing accented chars in fonts have been discussed 
before and you can use this feature (made for Mojca long ago):

\definefontfeature[default][default][compose=yes]

\starttext
     ḵ
\stoptext

So, unless you wikify it, I bet the same question will come up again.
