As Hans told you you can change the style for the header text in the 
left side only:

\setupheader[leftstyle=\righttoleft]

\setupheadertexts
   [chapter]    [pagenumber]
   [pagenumber] [chapter]

\setuppagenumbering[alternative=doublesided]
