Hello Eric,
try the following:
\definehead[mysect][section]
\setuphead[mysect][number=no]
\starttext
\mysect{Foo}
\subsection{Bar one}
\subsubsection{Barbar one}
\subsubsection{Barbar two}
\stoptext
