[NTG-context] widows and orphans in lines

Hans,

I wonder whether this is the right time to implement widows and orphans
in lines.

Sample file:

    \setuppapersize[A10]
    \setuppagenumbering[location=]

    \startlines
    a line

    a line
    \stoplines
    \stoptext

I’m not in need of this, but I thought you may be interested in checking
this with the new luatex version.
