[NTG-context] Margin heading problem, was Re: sections

That was fine until it ran into \setupwhitespace with a non-zero value. 
Fiddling with the after key \blank does not appear to help.

    %setupwhitespace      [none]%    okay
    %setupwhitespace      [fix]%     okay

      \input thuan
