[NTG-context] Unexpanded texdefinition produces “Undefined control sequence”

Thanks for the explanation. Is that a bug or expected behaviour?
I think it's odd that

  \unexpanded\def\foo{}

and

  \starttexdefintion unexpanded foo
  \stoptexdefinition

don't behave the same.
