This just prevents a line break between the text in the braces and the pagenumber, for language dependent labels you need \definereferenceformat.

\mainlanguage[nl]

\definereferenceformat
  [AtPage]
  [label=page,
  %autocase=no,

\reference[test]{\pagenumber}

\at{page}[test]

\AtPage[test]

@Hans: What happend with “command=\at” for \definereferenceformat?
