In order to get the grid, you need to set the option test and tell how
the grid should look like:

\usemodule[chart]

\starttext
\setupFLOWcharts
[option=test,
nx=4,
ny=4,
dx=2\bodyfontsize,
dy=2\bodyfontsize,
width=12\bodyfontsize,
height=7\bodyfontsize,
maxwidth=\textwidth]

\startFLOWchart[grid]
    \startFLOWcell
        \name{1}
        \location{1,1}
        \shape{product}
        \text{NONE}
    \stopFLOWcell
\stopFLOWchart
\FLOWchart[grid]
\stoptext

Kindr regards
