What I did is copy setuptex to /etc/profile.d/setuptex.sh and then 
hard coded the value of TEXROOT in setuptex.sh instead of having the 
script set it from the command line argument.

echo $TEXMFCNF prints
$TEXROOT/texmf{-local,}/web2c
