this is tricky with frames since column soperatr in the mvl (main vertical list) and framed is a box; one can apply the new streams module
\usemodule[streams]
\definestreamlayer[whatever][width=12cm]
\starttext
\startstreamlayer[whatever]
\startitemize[columns,two][after=]
\item one
\item two
\item three
\item four
\stopitemize
\stopstreamlayer
\framed[strut=no,align=normal]{\placestreamlayer[whatever]\obeydepth}
\ifx\starttextstreamlayer\undefined \else
\starttextstreamlayer[whatever]
\startitemize[columns,two]
\item one
\item two
\item three
\item four
\stopitemize
\stoptextstreamlayer
\framed[strut=no]{\placetextstreamlayer[whatever]}
\fi
\stoptext
the starttextstreamlayer macro is new -)
