Create a i686-pc-mingw32-pkg-config script with something like:

PKG_CONFIG_LIBDIR=/usr/i686-pc-mingw32/lib/pkgconfig \
PKG_CONFIG_PATH=/usr/i686-pc-mingw32/lib/pkgconfig pkg-config $*

Assuming you already have pkg-config installed (and also check the mingw
paths to match yours). I got this from a MingW for Linux tutorial
somewhere, but I'm lazy to look it up again now.
