only some mtx-* scripts; they use libs that are in tex/context/base and 
that will not change; macro packages should put their code under their 
designated paths (for latex there is also a subpath for authors, for 
context there is the /third etc subpaths for users)

loading of extra libraries (the core libs will remain statically linked) 
will be looked into later
