[dev-context] fix for footnote hyperlink

Hi Hans,

the patch fixes the regression for internal hyperlinks (footnotes and
similar) with current latest (2022.10.14 10:16).

This sample shows the issue:

  \setupinteraction[state=start,
    focus=standard]
  \starttext
  \completecontent
  \section{section}
  a\footnote{\contextversion}
  \stopsection
  \stoptext

Without the fix, destinations are referred to an unexisting 7 0 object
(instead of the page at 1 0 R).

I think this fixes the regression in current latest.
