[dev-context] \setupalign[flushinner]

Hi,

the results of the inner and flushinner (and also outer and flushouter)
keywords for \setupalign are reversed compared to MkII. I guess this
happened when the code was rewritten.

Attached are results from the following example in MkII and MkIV.
