[dev-context] Bug in pgfplots module

Hi,

the pgfplots module t-pgfplots.tex lacks an \unprotect \protect
pair, which causes a catcode error in the file

numtable/pgfplotstable.code.tex on lines 1042-1045:

I don't know who is responsible for that and if it needs to be fixed
upstream or if the module is a part of ConTeXt.
