[dev-context] XeTeX and fontconfig in the minimals?

hm, what a mess, why isn't there a statically linked xetex ...

i don't want the minimals to grow beyond reason so i need the real 
minimal list of needed dll's

hm, i don't want to add docu for every tex thing ... else it's no longer minimal
