[dev-context] cont-??.xml and ruby

Hi there,

I've started a small library that allows you to access the cont-??.xml
files from ruby. There will be a ruby-gem shortly called
'contextsetup'. Most interesting part currently is the html rendering.

If you would like to see anything in this library, just ask (or add
it).
