maybe something:

  {\doifnotmode{no-setup-main}
     {\complexloadsetups[cont-en.xml]}}

\def\complexloadsetups[#1]%
  {\doifnotmode{no-setup-all}
     {\startXMLmapping[zero]
      \processXMLfilegrouped{#1}
      \stopXMLmapping}}
 

so that one can run with --mode=no-setup-main
