[dev-context] modules setup

Hi all developers,

FYI, here is the new t-lettrine.zip, and the tpm.dtd (from texlive).

The zip has the structure we discussed over the past few days
(I think so, at least). The sizes in the embedded tpm file are
estimated, and just a tad higher than the actual sizes.
