[dev-context] TUG Lucida

I've finally gotten around to completing the Lucida-TUG typescripts, to 
enable using the TUG-distributed Lucida fonts 1) without renaming the 
files on installation and 2) with the Lucida Basic option.

I've enclosed the TeX files, but you can check out the unremarkable PDFs at:
