Yes, and many other things as well (having just read through the new pdftex manual, as Hartmut knows :). Trying to escape all of them seems more problematic to me now. There are probably more important things for pdftex development to work on.
detecting forbidden things: unbalanced unescaped braces and a lonely backslash at the string end.
it is dangerous to start adding such features esp since i do some cleanup already far better is to have two primitives \escapedpdf{....} \escapedps{....} \pdfsomething{...... \escapedpdf{....} ...} Hans
