[NTG-pdftex] Please don't submit unchanged files

Hi Martin, can you please submit to texlive only files that are changed? It would save me a lot of time browsing those files. When I do a diff, I often get a bunch of files that differ only in their $Id but nothing else. Then it is very difficult to check which files have been changed at all. Thanks, Thanh
