I'm afraid the module doesn't exist. What you have found is not the documentation, but a description of what we hope will one day be possible with ConTeXt. Some parts of it are possible now, but there is no complete solution (you may want to look at http://wiki.contextgarden.net/TEI_xml on the wiki. Thomas
