Blank line after \item: MkIV vs LMTX and how to properly get rid of it

Q1: is this the expected behavior for MkIV and LMTX? I found a recipe with \blank[overlay] in the mailing list. Q2: is it expected that LMTX will clutter item label when I use \blank[overlay]? I suspect the answer is "yes" due to the option name.
