The executable bit was missing. (I think that you should have the credentials to fix it with "svn propset svn:executable on luatex" next time when I do a similar mistake.)

Damn, I alway forget that I have write access to the minimals. Thanks for reminding me; next time I'll try and fix it myself.

Please try the fixed version if it still complains, but I think that is the source of all evil. There is at least another luatex that suffers from that, so it would be a miracle if it would work.
