The bib module won't complete the publications list when there is more than one cite command. I found it, the bug is caused by a mistake in an optimalization in t-bib.tex. You can fix it in texmf/tex/context/bib/t-bib.tex, or use the fixed definition of \placelist below. This bug is in Context 2005.01.13 as well.
