scite properties enable utf8 and customizing

The problem seems to be that make scite automatic be in utf8 mode. I have copying following parameters in the file .SciTEUser.properies by inserting following: LC_CTYPE=sv_SE.UTF-8 output.code.page=65001 but it seems not working when the program is restarted. All adjustments seems to be "forgotten" every time I restart. Thanks in advance! This I've tried ....with no effect. Still the default alternative "8-bit" instead of "utf-8" is marked in "file - encoding menu" Therefore I must remember to change that before i start writing, otherwise ååö gets nasty.
