I figured out. I tried many times with different commands. I think if I cannot get the solution, I will switch to author-year method. Luckily, I found the solution. Previously, I am using \placepublications[[criterium=all], because that is a compromise solution to list the publications in an individual chapter, which is suggested by many people in the ntg-context. This time, I tried \placepublications[criterium=cite]. Not surpringsly, an empty list appears as before. Then I tried \placepublications[criterium=text], hmm, it works.
