Shouldn’t that be \starttext English ... {\language[de]Deutsch} \stoptext ? For most languages you can also use their shortcut, e.g. \de, \ru, \en – but not \it (italic, not Italian) or \sl (slanted, not Slowenian). ? Yes, the brace should be before \language because the command is switch to change the language.
