\placebookmarks only assigns pages for PDF bookmarks for sections that have been referenced
title says it. a section/title/whatever that doesn’t have a \in or \at pointing at it gets no page assigned. so i have an outline in the bookmark bar, but only like 3 of the entries link to a page.
