It says that it works with ConTeXt.
The manual was done in LuaTeX! OTOH, from the link "Creating references thus depends entirely on the user's skill in TeX." So it's a package for TeXperts? Anyway, worth learning more, although I no longer use bib files but rather bbl with \start/stoppublication.
