Should be author = {Hirsch, J. E.}, with a space between initials, otherwise bibtex thinks that Hirsch's first name is ‘J.E.’.

I don't know how to do this, and I fear that it may be non-trivial -- the first place I'd look is the documentation for \setuppublicationlayout in bibmod-doc.pdf, but I don't know if it has the capability to conditionally change the layout based on the content of the fields.

This is unnecessary, and as far as I know has no effect in recent ConTeXt versions. Pont
