[NTG-context] suggestion for \startitemize.

It is possible to nest \startitemize sequences, But each level requires a different parameter in the \startitemize statement. OTOH the \orderedlist command in eplain.tex uses 1,2,3 for the outside list, then a,b,c for the first nest, roman numerals for the next nest and finally "*" for the innermost list.
