The \starttexdefintion command looks for the “unexpanded” keyword only when you apply also a argument but not when the arguments are missing, i.e. \starttexdefintion unexpanded mycommand #1#2 … \stoptexdefinition works but \starttexdefintion unexpanded mycommand … \stoptexdefinition doesn’t.
