Not sure if I understand you right, but let's give it a try :-) You can use 'Start|Stoppage' in combination with your icon, but you end up with a graphic as big as the page (not visible and a small data footprint, but still some kind of 'layer mess'). Probably not the best way to do this in ConTeXt. Anyway...
