in principle it should only look for local images and if enabled for images in the tree but then only for the context input path \enabletrackers[graphics.locating] goves some info about how is searched, so maybe that gives a clue.

PS: tested with ConTeXt from TeX Live (as is probably evident from the fact that the file from TL has been found).
Hopefully fixed in the meantime. (I don't have tl installed currently.)
