the quote is alway kept on one page.
\start/\stopbaselinecorrection store the content in a unbreakable box
and the text will be always kept together, you can try

\setupdelimitedtext
   [blockquote]
   [before=\baselinecorrection,
    after=\baselinecorrection,
    style={\tfx\switchtointerlinespace[line=2.8ex]}]
