It appears that you are running the wrong mtxrun. There should be mtxrun in C:\data\context\beta\texmf-win64\bin (the texmf-win64 directory might be named slightly differently, I haven't used windows in a while). If you add that to your path, then mtxrun --generate should work. Aditya
