[NTG-context] Make a border around every page.

Some time back Hans provided a rather elabaorate macro that put a bevel type frame around a page. Now I am looking for something much less elaborate for an entire document. I wish to surround each page with a simple rectangle. perhaps 1 point thickness. The frame would be inset from the paper edge perhaps 3/8 inch on all four sides. The text would be set with margins of perhaps 3/4 inch all around on letter size paper. Can this be done simply?
