There would certainly be many reasons to do so ... if anything, because ConTeXt has its own “localization” system.

btw, nilling the locale is done in mkiv:

os.setlocale(nil,nil) -- useless feature and even dangerous in luatex

one of the first lines of lua i wrote -)
