I can't explain, what happens, but a \vbox helps:

\starttext
  \startalignment[middle]
    \dontleavehmode
    \vbox{%
      \starttable[|c|]
        \NC CCC \NC\NR
      \stoptable
    }
  \stopalignment
\stoptext
