Yes, so long as one isn't expecting to be able to convert the handwritten annotation into recognized text. Another option is printing a .pdf into a Journal or other notebook style program (e.g., OneNote) which while it makes the underlying file into an image, allows richer, more natural annotation in an ink-aware program.
