I’m afraid that I found an issue. Alignment in margindata doesn’t work:

    \showframe

    \definemargindata[outerhead][outer]
    \setupmargindata[outerhead][align=center]

    \setuppagenumbering
       [alternative=doublesided]

    \setuphead
       [section]
       [alternative=inmargin,
        align=center,
        location=outerhead]

    \starttext
         \dorecurse{5}{\section{Section title}}
    \stoptext
